Automatic Zone failover in the event of capacity issues

It is common for certain VM skus (especially for GPUs VMs)  to run out of capacity within the Azure Datacenters. We can get into situations where they maybe no capacity in Azure Zone 1, but there maybe capacity in Azure Zones 2 & 3. 

As part of the Capacity Extender capacity it would be useful to have the capability to check other AZ's zones for capacity and if there is migrate the VM over to that other zone and power it on.

We are also experiencing issues with the skus we picked being full capacity on specific zones and it keeps trying over and over again.
It would be nice for it to switch zones after a failure or a way to detect before even trying to create it so less time is wasted.

Usually zone 2 and 3 are the problematic zones, once we change it back to 1, the machines get created.
