RI analytics is available in the portal to help save cost on dedicated machines. However, there are no recommendations surrounding the use of Azure Savings Plan for Compute which could be an additional source for cost savings.
Savings plans work similar to RIs where they provide discounts based on a 1 or 3 year term but differ since the discounts are applied automatically across all eligible compute workloads (VMs, app service plans, premium functions, etc.) and are not SKU and region based like RIs. Therefore, savings plan work better for dynamic workloads such as VMs that scale up and down.
