It would be helpful to check whether enough CPUs are available before performing actions that increase the number of VMs. If not, a message should be displayed and the action canceled with the message to increase the quota.
It would also be helpful to have the option of checking the quotas somewhere in the portal. At best, this would be something for the Advisor, where you could also receive CPU quota recommendations. Perhaps even in combination with a notification.
