See a report of/Alert on hosts that do not fit autoscale rules

For example what if auto scale wanted to stop a host but was unable to for some reason. Or if a host started up with the powered-off disk rather than the powered-on disk for some reason.

It would be nice if we could see in a report and/or be notified of the outliers existing, separate from the error that originally caused it. Seeing all the outliers in one report should also make it easier for someone to assess scope of the problem and decide how to fix it.
