Add notification condition when a VM gets a recommendation from Advisor

Problem - Today there is no log entry or notification if Advisor specifies that a VM needs to be scaled up or down which requires someone to actively watch the Advisor Recommendation page

Description - Add a log entry and support for a Notification condition for when a VM gets an Advisor recommendation for scaling up/down
