Distributed Cost Across Different Subscriptions based on MAU for AVD

Having to deploy AVD on different subscriptions for different use cases, it would be beneficial if we can have an option to split the license cost of Nerdio Manager for Enterprise on each of the subscriptions and not have it entirely for the subscription where NME is deployed. This will be beneficial for the following:

1. AVD deployment for External Consultants where-in external company is willing to pay cost of the Virtual Desktop Infrastructure.

2. Removes complexity for cross-charging, monitoring, and aligning actual cost for the solution (AVD + Nerdio).
