Move VMs to additional AZ Zone when there are capacity issues

When Capacity Extender is not used currently, the behaviour is that if a VM is in AZ1, for example, and AZ zone is full for D2SV5 VMs, the VMs would fail to power on. It would be useful if the Nerdio autoscaling mechanism could check other zones in that region to see if there is VM capacity and, if so, automatically move the VM over to that zone.
