Feature request: allow overlapping pre-staging schedules

We have a subset of early birds I'd like to scale up for, then a subset of late arrivers who I also need to scale up for in the same pool working the same weekdays.  I'd like to pre-stage a couple vms at one time, then more an hour later, then more still an hour after that.  That seems impossible with the current setup.
