Feature Request: Individual Scaling Configuration for Single-User Host Machines

Current Functionality:

Host Pools > Host Pool > Auto Scale > Configure: Currently allows excluding hosts from auto scaling but does not support assigning fixed scaling to individual host machines without creating a separate host pool.
Requested Enhancement: Introduce the ability to assign individual scaling settings to single-user host machines within a host pool. This would eliminate the need to create a separate host pool for a single machine requiring fixed/optional scaling.
