Remove hard limit of 20 actions in Deployment Policies and App Groups

As we have we have a wide range of applications for our multisession hosts, we are reaching the limit of 20 actions in Deployment Policies and App Groups.

As a workaround we assign multiple Deployment Policies to the host pool which works fine while deploying apps at machine creation or re-imaging.

But when installing the applications to the master image we can't use Deploymnet Policies.

Adding multiple App Groups results in counting up each application, so the sum of all actions count for the limit of 20.

I know this will increase the time of the hwole process to run. 

Maybe there could be a warning if the limit is reached and after checking this a mentioned more than 20 apps can be applied.
