Enable a Default tag group

Add the ability to set a default tag group so that tags can be applied automatically without additional actions.

Settings tags on Azure resource is important for reporting and cost management, allowing customers to mature their Azure operations and management. Enabling a default tag group would enable a basic set of tags on all objects created by Nerdio Manager. This would ensure tags are applied consistently and assist in the following scenarios:

• Some objects don't provide the option to set tags (e.g. Application groups)
• An administrator may forget to select tags or tag groups
