Azure China Cloud (21Vianet) AVD deployment management

We need to be able to manage an AVD environment totally deployed in China Cloud through 21Vianet. AVD objects and VMs are deployed in China Cloud, user identities and authentication are handled by the China Cloud tenant Entra ID. VMs are joined to the same Entra ID.
