Allow exclusions of Infrastructure Costs from User Cost Attribution reporting

Please allow exclusion of infra costs, i.e. Other, from the overall user cost attribution report. Such feature could prevent spreading one time yearly charges (for example an yearly license fee) across a single month of user usage.
