Non-OS Disk Optimization/Auto-scaling

Problem - Have the ability to turn on Disk Optimization in Autoscale for Non-OS disks 

Description - Give Auto-scale the ability to switch storage type from SSD to Standard HDD for Non-OS Disks attached to the system when the system is powered off.
