Weird Behaviors when setting Dynamic Scale Settings via Azure Workbook

I identified an interesting issue. Basically, I deployed the Azure Runbook and my client didn't have enough quota for the autoscaling policy:

Once that occurs, it will set some sort of default autoscaling policy and try to build 5 VMs of the DSv3 family. I'm not sure this is particularly desirable and could make people sad :(
