Avoid human errors when changing "Base host pool capacity"

When updating "Base host pool capacity" there are two common errors that could be avoided by having fields that respond to the “Base host pool capacity” instead of being set separately.

1. In Pre-Staging, if “Hosts to be active by start of work hours” had the option to be expressed as a percentage (as you do for Rolling Drain Mode) then it would respect the change to "Base host pool capacity".

2. When using an Alternative Schedule you most often want the “Base host pool capacity” to match the default schedule to avoid destroying and recreating hosts at the start and end of the Alternative Schedule period. A tick box to match the default schedule so that the field is greyed out and fixed to the “Base host pool capacity” from the default schedule would be great here.
