Update Azure Marketplace deployment to allow Private DNS Zone Subscription Targeting

In the updated Azure Marketplace deployment wizard, we can enable private endpoints. However, the deployment will create new Private DNS Zones in the subscription where the deployment happens. Ideally, this should mimic the updated privatization script in Scripted Actions where we can select the Subscription where existing Private DNS Zones are. 

This will follow CAF with centralization of Private DNS Zones in a networking/connectivity hub Subscription unless customers want to maintain isolation for their AVD environments.
