Add new notification alert (Email\Webhook) to allow where a nerdio component health shows as unhealthy or warning status

With the evolution of Nerdio Health insights, would be great where a Nerdio components health shows unhealthy &\or warning that customer can create a notification via either email or webhook (Teams) 

In example above, to be able to setup nerdio notificaiton where computa quota shows “unhealthy" 

So as shown above, where vm sku is near max quota, via Nerdio send a alert via email\webhook

Also, where there are azure status warnings, again, great to leverage Nerdio Notifications to send customers email\webhook

Adding this as a new nerdio notification means that customers don't have to leverage (& create) azure native alerting and action groups, or alternative 3rd party services
