stopped OS disk type and re-image host pool issue

Hello,

I am using one of SSD disk type for running VM, and HDD disk type for stopped VM.

Min active host capacity is set to 1.

On resize or Re-image Host configuration, option 

After first group is done, set remaining hosts to drain mode

is checked

ISSUE: During host pool recreation (re-image): 

VM under re-creation is created with stopped disk type (but VM is powered on during installation) - potential issue.

after first group is done, new fresh host end up as powered off (this is good, as the disks type was Stopped type instead of Running type.

Only working session is deactivated, and no other session host is running.

If anybody is this time will connect to host pool, start VM on connect will kick in, and will power on one of fresh host, but with disk type stopped.

After few minutes, scaling plan is powering on one of the VM, and disk type is set to running type.

SUMMARY:

During this process, for about 10 minutes somebody can trigger powering on VM in stopped disk type. This could lead to situation session host will badly perform, and nerdio will not automatically solve the issue. 

Time when everybody will log off from this VM, to enable nerdio to shout id down could never came.
