Add load balancing adjustment to "pre-stage hosts" window

We would like the ability to adjust the load balancing method during pre-stage window.  

For example, we are pre-staging X machines between 0800-1000 Mon-Fri because we are anticipating ALL pre-staged servers to be utilised.  That said, if we could toggle to Breadth balancing during this window, it would provide a better experience for our users during our login storm period.

During this time, auto-scale triggers would still apply (e.g. maintain up to X sessions available) which would accommodate any required growth in the host pool.

For this concept we instigated Rolling Drain mode for the “Login Storm” times.  Set the Load balancing to Breadth First at 8am, with 0% hosts in drain mode.

Setup another rolling drain mode to accomodate for the Revert to Depth mode when all users logged on.

This works really well along with AutoScale for pre-staging as it sets the configuration to depth for any hosts that need to come online until the secondary drain mode failback to depth first.
