Add support for Azure NetApp Files (ANF) Flexible service level

Problem:

Can't link ANF volumes using the Flexible service level.

Description:

I’d like to be able to link ANF volumes created with the Flexible service level. This feature went GA on September 16, 2025. https://www.netapp.com/product-updates/anf-flexible-service-level-general-availability/

I am posting this to amplify my own support and need for this feature across multiple active client projects.

Vision:

I'd be able to use the Link ANF Volume button in the Storage > Azure NetApp Files area of NME like I can with volumes created with the Standard, Premium, and Ultra service levels today.
