Resize/Recreate VMs between non compatible SKUs

Because of architectural differences it is not possible to directly resize a VM from dsv5 to ddsv5.

The idea here is that the user would not want to get a brand new machine and reconfigure the machine and apps from scratch. Since the direct resize is not possible, we would need a solution to recreate the machine to the new SKU by using the existing OS disk in the same pool.
