Azure Capacity Extender - Expanded use case

Expand the scope of Azure Capacity Extender to support primary and alternate SKU builds when the primary SKU quota is exhausted.

When building session hosts via Nerdio, you must ensure you have adequate quota for your given SKU in the subscription before you can submit the task. It would be extremely helpful if you could specify additional SKUs within Azure Capacity Extender as alternates to your primary SKU, so that machine builds would automatically switch between the alternates when you no longer have the required quota in Azure for your primary SKU.
