Tags based on existing user attribute (Visible or not)

I have the need to include existing user extended attribute ie chargeback number as part of a user cost attribution report. This is unique number for each user that connects to resources. It would be nice if the tag(s) can be created as a scripted actin and be able to surface them during report creation or wherever you need a tag.
