Shell apps deployment enhancements

When deploying a shell app through a one time deployment policy, and configuring it to apply to Shutdown machines only, there is a timeout of 3 days that this policy can run. If there are VMs that do not shutdown for 3 days, then the shell app push fails on them. We need a feature where we can configure the amount of days the policy should wait for the VM to shutdown (which it is fine if it is up to 3 days), but then if the VM is still not shutdown by that time, the policy should just push the shell app to the VM. Here we can maybe have the option to configure if we want to just push the app or drain the VM with a message to the user.

Another issue, is when selecting some machines and pushing a shell app to them in bulk. Here there is no option to configure how many VMs we want to process in parallel, but then we notice that they are processed in groups of 10, and there is now way to change it.
