Add the ability to drag-and-drop a time range in Real-Time Insight graphs that expands that time window

Currently in Real-time Insights you can over the graphs and it displays a time by the curser. Clicking or clicking-and-dragging does nothing.

Desired function: allow clicking to “Zoom” in to the time window. Allow click-and-drag to select a time window and zoom into that.
