UCA Cost Per Hostpool Displays All Costs Per Hostpool

Currently in the Per-Hostpool cost report of the user cost attribution, active session costs are displayed alongside their respective hostpools. Non-active session costs are allocated to non-session costs. We would like to have the option for all costs associated with a hostpool be assigned to their respective hostpools, not only active session costs.
