Add ability in AutoScale to change stopped Data Disk just like OS Disk.

On the Auto Scale configuration page, along with the ability to change the stopped OS Disk from an SSD to HDD, then back to SSD on power up, add this option to change if the VM has additional Data Disks. Typically, Data Disks are larger in size, sometimes substantially larger, than the OS Disk which would increase the possible savings that Nerdio provides if these were changed automatically like the OS Disk.
