Have scale out/in take priority over add host tasks.

Hi Justin Miller, thanks for this request. We cannot currently run scale in and out tasks concurrently. Add hosts is classed as a scale-out task, therefore blocks any subsequently created tasks in the opposite direction until complete. We will however investigate options to allow customers to prioritize their task types. thanks.
