We have this same request. If the agent is unhealthy, we'd want to restart/reinstall the agent, not rebuild the VM. If the VM is shutdown/not powering on, we would want to rebuild. Different issues...

We have a similar request but we want to provide the tag NAMES but not the values. Right now, you have to provide both with no way to override.
